You will find 40x45mm quoted for Tanzania on a number of third-party photo sites. The official eVisa guidelines at visa.immigration.go.tz state that the photo should not exceed 45mm in length by 35mm in width.
This route follows the official figure — the standard 35x45mm crop. If your application is being handled through an agent who insists on a different size, ask them to point at the source.

The eVisa portal accepts JPG and JPEG files and caps the size at 500KB. That is tighter than the 2MB most portals allow but comfortable compared with Kenya's neighbours in this list.
Compress the JPEG rather than reducing pixel dimensions if you need to get under the limit.

The portal specifically asks that the expression on the face look natural — a stiff, over-posed photo is as unhelpful as a smiling one.

Save the file at full quality and keep it — Zanzibar and mainland entry procedures can differ, and having the original means you can re-export at another size if needed.
