Taiwanese photo guidance calls for a bareheaded front view with the ears shown. This is stricter than most countries, which only require the face from chin to forehead, and it is easy to fail without noticing if you have long hair.
Tuck your hair behind your ears before the photo is taken. It costs nothing and removes one of the more annoying reasons to be sent back.

Taiwan uses the 35x45mm photo — written locally as 直4.5公分 × 橫3.5公分 — with the head measuring 3.2cm to 3.6cm from the chin to the top of the head.
That is the same geometry as the standard ICAO photo, so the crop this tool produces works for Taiwan as well as for European applications.
