What Rwanda Actually Specifies
Three things, and none of them is a size.
Rwandan visa applications go through IremboGov, the government service portal. Its visa guidance lists the photo attachment as 'Scanned photo with white background (Format: JPG, Size: 500KB)'. Elsewhere it asks for one coloured passport photo with a white background, with all facial features visible and clear.
That is the whole published specification: a format, a file-size ceiling, a background colour, and a requirement that your face be visible. There is no stated width, height, pixel count or head-height range.
So this page does not invent one. The frame the editor uses is a standard passport crop, which is a sensible thing to hand a consular officer, but it is our choice of a reasonable default and not something Rwanda demands.
