What Rwanda Actually Specifies

Three things, and none of them is a size.

Rwandan visa applications go through IremboGov, the government service portal. Its visa guidance lists the photo attachment as 'Scanned photo with white background (Format: JPG, Size: 500KB)'. Elsewhere it asks for one coloured passport photo with a white background, with all facial features visible and clear.

That is the whole published specification: a format, a file-size ceiling, a background colour, and a requirement that your face be visible. There is no stated width, height, pixel count or head-height range.

So this page does not invent one. The frame the editor uses is a standard passport crop, which is a sensible thing to hand a consular officer, but it is our choice of a reasonable default and not something Rwanda demands.

The Passport Guide Is a Different Document

This is the easiest way to get confused about Rwanda.

IremboGov also publishes a detailed photo guide with real rules in it: the photo must be between square and portrait with height 50-100% of width, your eyes must sit in the upper half of the frame at 30-50% from the top, no filters or digital enhancements, and a neutral expression or natural smile.

Those rules are for Rwandan e-passport applications. The support article says so, and the visa guidance does not reference them. If you are applying for a visa, they do not bind you — though the no-filters rule and the natural-smile allowance are reasonable habits either way.

The 500KB Ceiling Is the Real Constraint

With no size rule, the file limit is what fails.

When a requirement gives a file ceiling and no dimensions, the ceiling is what people trip over — a modern phone photo is several megabytes, so an unedited upload will be rejected on size alone while looking perfectly correct.
