Black and White Is Allowed

Written into the requirement, not an oversight.

The requirement opens by saying the photograph is placed on the application "in black-and-white or colour", at 35 x 45 mm. Both are permitted, in that order.

This is genuinely unusual. Most countries that once accepted monochrome removed the option when biometric checks arrived, and plenty now reject it outright — Russia's own e-visa guidance asks for natural skin tone, which effectively means colour.

You would still normally submit colour. The point is that a black-and-white print is not a reason for refusal here, which is worth knowing if that is what a studio hands you.

And a Uniform Is Not

Tinted glasses and uniform clothing sit in the same clause.

The regulation refuses photographs taken in glasses with darkened lenses and (or) in uniform clothing. Those two are grouped together in a single sentence, which is a pairing we have not seen on any other route on this site.

Closed eyes, dark glasses or an eye covering are permitted only on medical grounds.

A head covering is allowed where the applicant's religious beliefs do not permit appearing before others bareheaded, provided it does not conceal the oval of the face.

An Area, Not a Height

The face must be 70-80% of the photograph.

The photograph must show the face and the upper part of the shoulders, and the regulation puts the size of the face at 70-80% of the area of the photograph.

Most guidance measures the head from chin to crown as a proportion of the frame's height. Stating it as an area is a different instruction, though in practice a standard 32-36mm head on a 45mm frame lands where it should.

The pose is conventional: full face, looking straight ahead with a neutral expression, eyes open, mouth closed, and hair not covering the eyes. The photograph must correspond to your age on the day you apply.

The background must be white and even, with no stripes, spots, images of foreign objects, or shadows.

One Photo, or Two

The count depends on which passport you choose.

Russian citizens can choose a passport valid for five years or one containing an electronic chip valid for ten. If you apply for the non-biometric version, one additional photograph is required beyond the one on the application.

A photograph is also required for any child under 14 whose details are entered into your passport.

The application date is counted from the day all the required documents — photographs included — are properly submitted, so an incomplete set does not merely delay processing, it delays the clock starting.
