That makes the Iberian border one of the sharper photo-spec discontinuities in Europe. If you hold documents on both sides, or had photos taken in Spain, measure before reusing them.

Loja do Cidadão and IRN

Counters normally capture the photo on site.

Portuguese passports are issued through the Instituto dos Registos e do Notariado, with applications made at Loja do Cidadão counters and IRN offices where photo and biometrics are usually captured during the appointment.

Your own photo matters most when applying through a Portuguese consulate abroad, and for the supporting paperwork some applications require. Check what your specific office asks for.

Background & Lighting

White or light grey, evenly lit, no shadows.

Portugal accepts both white and light grey backgrounds, which is more permissive than Greece's white-only rule. Either way the background must be plain and free of shadow.

Stand about a metre from the wall and light your face evenly from the front rather than from overhead.

Expression & Accessories

Neutral face, glasses best removed.

Face the camera with a neutral expression, mouth closed and both eyes open and clearly visible.

Glasses are tolerated only without glare and with the frames clear of the eyes. Head coverings are accepted for religious reasons provided the full face stays visible.
