Norwegian passports and national ID cards are applied for in person at a police station, and the biometric photo is normally captured there as part of the appointment. That is a different model from countries where you bring prints to a counter.

So the first question is not what size to print — it is whether you need a print at all. Check your local police service's booking page for the appointment you have made before spending money at a photo shop.

When a Prepared Photo Still Helps

A correctly framed 35x45mm photo is still worth having. Norwegians applying through an embassy or consulate abroad may need to submit one, and various other applications — visas for onward travel, residence documents, membership cards — take the same frame.

It is also a useful reference even when the police take the photo: knowing what a compliant framing looks like tells you whether the result you are shown is going to pass.

The Measurements

Norway is in the Schengen area and uses the 35x45mm ICAO 9303 photo. Your head should measure 32-36mm from chin to crown — roughly 70-80% of the frame height — centred, with a small gap above the hair.

The background should be white and evenly lit, with no shadow falling behind your head. Stand about a metre clear of the wall.

Both Ears Must Be Visible

Norway names the ears explicitly — most countries don't.

Norwegian requirements state that both eyes, both eyebrows and both ears must be entirely visible, with the eyes directed towards the lens, a neutral facial expression and the mouth closed.

The ears are the part people miss. Long hair tucked forward over one ear, or a head turned even slightly off-axis, is enough to hide one — and that is a specified failure rather than a matter of taste. Push your hair back behind both ears and face the camera dead on.

Sunglasses and tinted lenses are refused. Take ordinary glasses off if you can, since frames across the eyes and lens glare both cause problems. Hats and head coverings are only acceptable for religious reasons, and the full face must remain visible. The photo must be no more than six months old.

Worth knowing: these same requirements apply to Norwegian visa, residence permit and travel document photos, so one compliant framing covers all of them.
