Kuwait's upload ceiling is unusually small.

Kuwait accepts JPG, JPEG and PNG uploads but caps the file at around 120KB. Most visa portals allow 2MB or more, so a photo straight from a modern phone camera will be many times over the limit.

This is a compression problem, not a cropping problem. Export the 35x45mm crop as a JPEG at moderate quality rather than shrinking the pixel dimensions — dropping resolution to hit the size makes the face too soft to verify.
