Kazakh digital submissions are capped at around 30KB. For comparison, Kuwait allows 120KB and most portals allow 2MB — 30KB is exceptionally small for a photo that still has to be sharp enough for facial recognition.
Treat it as a compression problem, not a cropping one. Keep the pixel dimensions the spec needs and lower the JPEG quality until the file fits. Shrinking the image instead leaves the face too small to verify.
