A Belgian passport is applied for at the population service of your own commune, gemeente or Gemeinde, depending on which language region you live in. The federal government sets the photo standard; your municipality is the counter that applies it.

In practice that means the check happens locally, and communes differ in how strictly and how early they assess a photo. Some will look at it while you wait; others accept it and reject it later. Check your commune's own page for the appointment you have booked — and if you are abroad, the consulate handling your application sets its own intake rules.

No Retouching At All

Filters are a straightforward rejection.

Belgian photo standards, like the rest of the EU's, require an unaltered likeness. Beauty filters, skin smoothing, eye enlargement, background replacement and the automatic enhancements some phones apply by default are all disqualifying.

Turn off any portrait or beauty mode before you shoot. The photo has to match the face a border officer sees, and biometric matching is measuring exactly the proportions that a filter quietly changes.

The Measurements

Belgium uses the 35x45mm ICAO 9303 photo shared by all EU member states. Your head should measure 32-36mm from chin to crown, roughly 70-80% of the frame height, centred, with a small gap above the hair.

The background should be plain and even in a light tone, with no pattern, gradient or shadow behind your head. Stand about a metre clear of the wall.

Expression, Glasses & Recency

Neutral face, eyes clear, six months.

Keep a neutral expression with your mouth closed and look straight into the lens with your head level and both eyes open.

Sunglasses and tinted lenses are refused; ordinary glasses are best removed because of reflections and frames crossing the eyes. Hats and head coverings are only acceptable for religious reasons, with the full face visible. The photo must be no more than six months old.
